"The Second Environment Action Plan envisions the following for the education, training, information and environmental sensitization sectors: "a population that is trained and informed and committed to sustainable development".
Participation of citizens in decision making and formulation of policies for the environmental sector constitutes a positive and basic priority of this Government in the effectiveness of good governance, sustainable development and reinforcement of Citizenship. The Environmental Information System (EIS) constitutes a technical and strategic instrument for organization, circulation and diffusion of environment related information.
Thus,
on behalf of the Government I am committed to promote efforts in creation of the necessary conditions aiming at the good functioning and perennity of the Environmental Information System, now created. I appeal to the commitment of all partners, either members or not of the EIS, for its structuring and operationalization".
